Google Analytics 4 (GA4) has replaced Universal Analytics and is based on an event-driven data model instead of sessions. The engagement rate replaces the bounce rate, predictive analytics delivers forecasts, and Search Console integration is tighter. At the same time, GA4 remains controversial from a data privacy perspective. Since 2012, arocom has supported GA4 integration into Drupal websites and advises on GDPR-compliant alternatives.

Google Analytics 4: The 10 Most Important Differences

Last updated: March 2026 · Reading time: 7 minutes

Universal Analytics was discontinued in July 2023. GA4 is the standard for Google-based web analytics. The upgrade is not a simple update — GA4 works fundamentally differently from its predecessor. Those who do not understand the differences measure incorrectly.

The 10 Most Important Changes

1. Event-based instead of session-based data model. GA4 captures every interaction as an event. Page views, clicks, scrolls — everything is an event with parameters. This is more flexible but requires a new mindset for analysis.

2. Website and app data in one property. GA4 unifies web and app tracking in a single property. The customer journey can be mapped cross-device.

3. Engagement rate instead of bounce rate. The engagement rate measures the share of sessions with at least 10 seconds of dwell time, a conversion, or 2+ page views. More meaningful than the old bounce rate.

4. Predictive analytics. GA4 uses machine learning for forecasts: purchase probability, churn risk, expected revenue. Prerequisite: sufficient data volume.

5. Improved Search Console integration. GA4 shows organic search queries and search traffic directly in reports — when the Search Console account is linked.

6. Explorative data analysis. New analysis tools replace old custom reports: funnel analyses, path analyses, segment comparisons.

7. Real-time monitoring. The real-time report shows active users, their locations, and actions — useful for campaign launches and content launches.

8. Cookieless measurement. GA4 can capture data without cookies, which becomes relevant as browser restrictions and consent rates increase.

9. Debug View for developers. A real-time view of tracking that helps with implementation and troubleshooting.

10. New metrics and dimensions. Sessions, users, pageviews are counted differently. Historical comparisons with Universal Analytics data are not possible 1:1.

GA4 and GDPR: The Gray Area

GA4 offers privacy features like IP anonymization, cookieless tracking, and data deletion. However, the fundamental problem remains: data is transferred to Google servers subject to US surveillance laws.

Data protection authorities in several EU countries have prohibited the use of Google Analytics without consent. Consent management is mandatory. Server-side tracking via an EU proxy can reduce the risk but does not fully solve the fundamental problem.

Alternatives like Matomo (self-hosted), Plausible, or etracker offer GDPR-compliant web analytics with hosting in the EU. More on this in the article Web tracking tools compared.

Set Up GA4 for Your Drupal Website

arocom integrates GA4 into Drupal via Google Tag Manager or directly via the GA4 module — including consent management, event tracking, and Search Console linking. Or we advise you on choosing a GDPR-compliant alternative. Contact.

Do I have to use GA4?

No. GA4 is the standard tool from Google, but not the only option. Matomo, Plausible, and etracker are more GDPR-friendly alternatives. The choice depends on your requirements for data privacy, feature scope, and budget.

Can I transfer historical data from Universal Analytics to GA4?

No. GA4 uses a different data model. Export your Universal Analytics data before the shutdown (July 2023 was the deadline) to BigQuery or as CSV to enable historical comparisons.

Is GA4 GDPR-compliant?

Not without further measures. Consent management is mandatory. Server-side tracking via an EU proxy reduces the risk. For full GDPR compliance, we recommend alternatives like Matomo (self-hosted) or Plausible.

What is the difference between engagement rate and bounce rate?

The bounce rate measured the share of sessions without interaction. The engagement rate measures the share of sessions WITH interaction (10s+ dwell time, conversion, or 2+ page views). The engagement rate is more meaningful because it evaluates active usage.
